Scott Rifkin, MD, Founder & Executive Chairman
Dr. Scott Rifkin is a distinguished advocate and innovator for the senior community with decades of deep-rooted experience in long-term care. Certified in Internal Medicine, Dr. Rifkin specializes in geriatrics, having served as an emergency medical director to multiple skilled nursing facilities in Maryland early in his career. Over his 14-year tenure as founder, owner, and operator of Mid-Atlantic Health Care, LLC (MAHC), Dr. Rifkin led the improvement of care delivery and clinical outcomes for nursing facility residents throughout Maryland and Pennsylvania. Under his direction, MAHC’s 21 centers emerged as national leaders in pioneering successful risk-based care models.
A firm supporter of value-based care (VBC) ideology, Dr. Rifkin currently dedicates his time and expertise to helping nursing facilities participate and succeed in VBC programs. As such, he champions initiatives focused on quality of care, provider performance, and the patient experience. His commitment to empowering nursing facilities nationwide to provide coordinated, multi-disciplinary care led him to establish tech-enabled value-based care organizations such as Real Time Medical Systems, Provider Partners Health Plan, and Provider Partners Connect Care – all of which enable the improvement of clinical, operational, and financial outcomes.
A seasoned speaker and esteemed author, Dr. Rifkin is regarded as a valuable thought leader in the industry. He has delivered speaking engagements for industry associations including AHCA, AMDA, LeadingAge, and LifeSpan Network. Additionally, his expertise and charisma led him to provide key insights to national publications including Skilled Nursing News, McKnight’s Long-Term Care News, and NPR.
Dr. Rifkin is a graduate of the University of Maryland Baltimore County and George Washington University School of Medicine and was the recipient of the Ernst and Young Entrepreneur of the Year (Mid-Atlantic Region).
Thomas P. Dickerson, Vice Chairman & Secretary
Tom, the Vice Chairman and Secretary of Real Time, began his career in 1974 as a corporate attorney with Coudert Brothers, a New York law firm. In 1981 he became a health care investment banker, first at Lehman Brothers from 1980 to 1985, and then at E.F. Hutton where he was named co-head of the health care investment banking group in 1986. In 1988, Mr. Dickerson joined Tullis-Dickerson & Co., Inc., a Greenwich, CT-based health care venture capital firm, and from 1990 until 2008 served as Chairman. The firm invested in over 50 portfolio companies in all sectors of the health care industry.
In addition to Real Time, Tom is a member of the Board of Directors of Provider Partners Health Plan, Inc., a Medicare Advantage HMO plan for long-term care residents. From 2008 to 2014, he was the chairman of United World College-USA, an international secondary school based in New Mexico, as well as a director of United World Colleges International from 2011 – 2014.
Tom earned his B.A. cum laude in economics from Harvard College in 1971, his J.D. from Harvard Law School in 1974, and his M.B.A. from Harvard Business School in 1979. He has served as a director of United World College Costa Rica since 2015.
Joan P. Neuscheler, Board Member
Drawing on years of experience as a healthcare industry leader, Joan is responsible for driving the overall success of Real Time Medical Systems. As CEO, she oversees the day-to-day operations, organizational development, and financial management of the business while setting the strategic vision that defines and supports Real Time’s mission and growth. Under her leadership, Real Time has emerged as the industry-leading, KLAS Rated post-acute analytics solution, helping healthcare organizations nationwide improve value-based outcomes by reducing hospital readmissions and enhancing clinical performance and patient care.
Joan brings extensive experience in healthcare board leadership and investment, guiding companies through transitional stages and periods of rapid growth. She has served on the boards of Adams Respiratory Therapeutics, Inc. (makers of Mucinex™) and Quadramed, Inc. (a healthcare IT company), among others. Previously, Joan spent 20 years as a partner in multiple healthcare venture capital funds and served as President of their management company.
Today, she serves on the boards of Real Time, Provider Partners Health Plan (an Institutional Special Needs Plan), Provider Partners Care Connect (an ACO REACH dedicated to the long-term care community), and Solv Wellness (a clinically supported nutritional supplement company).
Joan earned a BBA and MBA from Pace University.
Pamela McKenzie Williams, Board Member
Pamela McKenzie Williams is Vice President of SunBridge Capital Management where she is responsible for management of acquisitions and investments. Since 1995, Ms. Williams has worked across the portfolio of Bainum family investments, including but not limited to, Sunburst Hospitality Corporation, Choice Hotels (NYSE: CHH), and Realty Investment Company. In addition to her role at SunBridge, Ms. Williams is the CEO and President of Sunburst Hospitality and the Vice President and General Counsel of Realty Investment Company.
Prior to joining the firm, Ms. Williams was an associate at Hogan & Hartson, LLC (currently known as Hogan Lovells) concentrating her practice in bankruptcy and real estate development and acquisitions.
Ms. Williams currently serves on the boards of Sunsure Assurance, Inc., a South Carolina Captive Insurance Company, Sunburst Hospitality Corporation, and Peaceable Street Capital. Ms. Williams holds a Juris Doctorate and a Bachelor of Arts degree in Jurisprudence from the University of Baltimore.
Nancy Cocozza, Board Member
Recognized as a highly esteemed leader within the healthcare industry, Nancy has over 30 years of extensive payer side experience, through the evolution of Managed Care, quality-based reimbursement systems, risk-bearing payer/provider partnerships and the growth of Government Programs. With her vast experience within the payer market, she advises Real Time on product enhancements in helping payers work more collaboratively with their post-acute network to achieve value-based initiatives.
Nancy has held a multitude of leadership positions amongst respected healthcare companies and swiftly rose to executive leadership positions at prominent health plan organizations where she served more than 4 million Medicare members nationwide through a robust portfolio of Medicare Advantage plans, prescription drug plans, and Medicare Supplement plans.
During her most recent role as the Head of Medicare, Senior Vice President with Aetna, she led the business to outperform industry growth trends each year and achieved the highest percentage of members in 4 and 4+ star rated plans in the last 4 of 5 years of her tenure.
Nancy has a Bachelor of Science in Accounting from Philadelphia University and currently serves as a board member for Privia Health Group and Wider Circle, as well as multiple advisory boards focused on healthcare accessibility and equity, for our nation’s vulnerable, older Americans.
Timothy Buono, Board Member
As an experienced healthcare executive, Tim has spent over 30 years engaged in strategy, investment, and corporate development within the healthcare services and technology-enabled sectors. In his current role as Executive Vice President for Real Time Medical Systems, he draws upon his industry experience to guide the organization’s corporate development initiatives and growth strategies among acute, post-acute, and payer markets.
Prior to joining Real Time, Tim held key leadership positions at prominent healthcare organizations including his most recent position with U.S. Renal Care, where he served as the Chief Development Officer – Dialysis. Additionally, Tim had spent several years with Surgical Care Affiliates, which became part of OptumHealth (part of Optum and United Health Group) as Senior Vice President, Corporate Development, managing growth and investment transactions related to physician practices, ambulatory surgery centers, and related provider organizations. Prior to SCA/Optum, Tim was responsible for business development and health plan strategy at CVS/MinuteClinic, the provider arm of CVS/Health.
Tim holds a BA in Economics from Connecticut College and attended the Executive MBA Program at Columbia University.
Doug Epperson, Board Member
Doug Epperson is President of BASE Capital Funding, LLC, a Dallas-based single-family office where he oversees investment, operational, and legal functions. He has investment experience across multiple asset classes including public equities and bonds, hedge funds, private equity, direct investments, and real-estate. Before joining BASE, Doug served as Chief Operating Officer & General Counsel at Braeside Investments, LLC, an SEC-registered investment advisor focused on global small and micro-cap equities. Before joining Braeside, he practiced securities litigation and general commercial litigation at Jones Day and David Goodman, n/k/a Fox Rothschild, LLP. Doug previously served on the Board of Directors of Tended Bar, Inc.
Doug received a Bachelor of Arts in Plan II, with Phi Beta Kappa honors, a Bachelor of Business Administration, with honors, and a Juris Doctor from the University of Texas at Austin.
